औषधि अभाव भएका जिल्लालाई ५ लाखसम्मको औषधि सिधै किन्न निर्देशन
काठमाण्डौ, २६ पुस । सरकारले निशुल्क रुपमा दिँदै आएको औषधि अभाव रहेको समाचार प्रकाशित भइरहेको समयमा स्वास्थ्य मन्त्रालयले देशका ७५ वटै जिल्लामा भण्डारण गरिएको औषधि न्यून रहेको भन्दै सवै जिल्ला जनस्वास्थ्य कार्यालयलाई तत्काल ५ लाख रुपैयाँ बराबरको औषधि सोझै किनेर बाँड्न निर्देशन दिएको छ ।
४ पुस गते चौथो पटक सार्वजनिक खरिद ऐनको नियामावली परिर्वतनलाई टेक्दै मन्त्रालयले जिल्लालाई ५ लाखसम्मको अत्यावश्यक औषधि किन्नको लागि पत्रचार गरेको हो ।
जिल्लामा जनस्वास्थ्य कार्यालय र क्षेत्रीय स्वास्थ्य कार्यालयबाट प्राप्त विवरण अनुसार जिल्लामा अत्यावश्यक औषधिको भण्डारण थोरै मात्रामा पाइएको हुँदा तत्काललाई अत्यावश्यक औषधि खरीद गर्न निर्देशन दिइएको स्वास्थ्य सचिव डा. सेनेन्द्रराज उप्रेतीले बताए ।
सशोधित नियमावलीमा अत्यावश्यक वस्तु खरिदका लागि ५ लाखसम्म सोझै किन्न सकिने व्यवस्था गरिएको छ भने जिल्लाको हकमा ५० लाखसम्मको औषधि बोलपत्रमार्फत खरिद गर्न सकिने व्यवस्था गरिएको छ ।

Problems will not be solved by distributing money to DHOs. The real problem lies in the technical evaluation of tender documents at Logistics Management Division which is the procuring agency at the central level. LMD technical unit without knowing any procurement practices for medicines and health commodities has established ridiculous technical criteria for evaluating tender documents which is the only one and sole cause of delayed procurement at the central level. If the technical evaluation committee remains the same, MOHP will always face the same prob;em again and again. I can advise Health Minister on this topic (if needed).
